No deal was reached in the EU-Turkey emergency summit which ended in the early hours of Tuesday morning, as European leaders were outraged by German Chancellor Angela Merkel’s efforts to impose her own deal with Ankara in place of an EU deal that had been brokered by European Council President Donald Tusk.
Merkel and Dutch Prime Minister Mark Rutte met Turkish Prime Minister Davutoğlu on Sunday for a trilateral, after which the draft agreement put together by the EU’s 28 ambassadors was changed.
The original text, due to declare the “Balkan Route closed,” and an end to “wave-through approach,” was replaced by a Merkel proposal that Turkey would readmit all migrants crossing into Greece, and that for each Syrian readmitted to Turkey, the EU will resettle a Syrian in a “one-for-one” formula. In exchange, the EU is to pay Ankara an additional €3bn by 2018, on top of the €3bn previously agreed, speed up visa liberalisation for Turkish citizens into the Schengen Area, and commit to opening five chapters in Turkey’s EU accession bid.
Hungarian Prime Minister Viktor Orbán said he would veto the plan to relocate asylum seekers directly from Turkey, with many other EU countries reportedly opposed as well. Details on how to implement Merkel’s Turkey plan will now be discussed at the next EU summit on 17-18 March. Merkel, who is under huge pressure to validate her refugee policies ahead of regional elections in Germany on Sunday where immigration-sceptic Alternative für Deutschland (AfD) is expected to make big gains, said, “There is no consideration whatsoever for national political appointments…irregular migration will be turned into regular migration.” European Commission President Jean-Claude Juncker said the “one-for-one” principle could be a “real game changer,”.
Allez…
